Bill Neale’s HO scale recreation of Steubenville, Ohio is reminiscent of what Frank Ellison did on his O scale layout in the forties, but this one is based on a specific prototype—it is “Modeling From The Prototype.” A Layout Tour begins on page 34 of this issue.
